My director and I both show that we are Administrators in our Service Desk project, but our rights/abilities are different. He looks to have full control of every aspect in the project. I have limited ability to change and configure the project.
Could some please tell me what I need to do to get full admin rights for this project in JSD?
It sounds like you are a Service Desk agent and project administrator, but your director has Jira Administration or System Administration rights. If you need them, you'll need to get your account added to one of the groups that have those rights.
