Unable to update Issue(s) [myissue] because you don't have permissions, is in other project or

running an update import file through the xray manual test case process. 

I have run this process before, but now I am getting this error.

[myissue] is not in the import file. 

[myissue] was in a different xray project and was deleted. 

I have tried re-indexing. 

If I change my file so that it doesn't update, it works. 

I have tried running a user and as administrator.

running Jira 8.8.1/XRAY 4.2.0
