Currently JIRA is the software tool to use for the issue tracking in our intranet environment. Understand that JIRA Server end of support on 2024.
The JIRA Server license are 500 users, which is way too many for our project and unable to migrate to JIRA cloud as the environment is intranet.

If you can not go to cloud and you are not able to go to data center due to cost you could technically just use server until you can no longer run it on the operating system and database server you are on. Support will end which means no new upgrades for the application or the apps. The software will still work and you can use it but if you run into any issues it will be up to you to solve them and upgrading the OS and DB it runs on could break the software. At some point, if you want to have supported software you will need to move to Data Center or cloud.
