HipChat Video uses the Temasys WebRTC plugin for all Internet Explorer browsers to add missing support for video and audio chat.  If you have installed this plugin and STILL continue to be prompted to install, then you may need to restart IE, or even windows.  Then contact Temasys if the problem continues.

I think you want to raise this with Temasys.  

Here, "Answers" is about Atlassian software, which Temasys are using for their documentation.  But we probably can't help you with their software, our knowledge is about Atlassian sfuff.
