Teachers viewing parent log in

Is there a way for teachers to view if and when a parent last logged in to the "Parent Portal"? 

I know this can be done via a report on the admin side, but do teachers have similar access?

I think you might be in the wrong place - this is for Atlassian applications, and I don't think any of them have a "parent portal". 

I do know their applications are used increasingly to support the development and support of educational software (Moodle is the one my closest friend has pointed out to me - the Moodle developers use the Atlassian suite to help them track and maintain Moodle), but I suspect you've followed the wrong "help" link.  If not, could you explain which Atlassian app it is?
