If I add a table of content into the top of a confluence page. Then when I click into one of the value in the table of content I will that the click will take me to the heading of the content tin the page. Because know when I click the navigation take me to the text below the heading. I hope I could explain what I need help with.

You cannot change the way the Table of contents macro works, but you can use anchors (see documentation for Cloud or Server/Data Center) to link to specific places in your Confluence page.
