One common reason this can happen is if the sprints are already in another Program Increment. For example, if "Sprint 2 - CORE/CDD PI-6" is part of an earlier Increment in your Program, it won't be available in the dropdown to be selected again in this Increment. Can you please check whether the Sprints that aren't appearing in this dropdown are part of other Increments?
A less-common possibility is that the Sprints, while they appear on the Claims Core Team Scrum Board, aren't owned by that board. Sprints in Jira are owned by one board but do appear on other boards when an issue from the board is in that Sprint: it's "pulled in" by that issue even though it isn't part of that Board.
Check if the sprints are already used elsewhere and we'll see what we can do for you!
