Single recipient for multiple conditions - can I trigger only 1 email?

Scenario:

One of my automations has the following logic:

WHEN Issue transitioned to Status X 

IF issue meets X, Y,Z Conditions 

If MATCHES then send email

Issue:

 

There's often a single recipient for the IF Matches condition if multiple conditions pass. 

Can I create an automation that only sends a single email to that user?
