Rule to copy label from Parent when creating subtask not finding parent label

The Rule:

When creating an issue

Copy Label from Parent Issue

When running this rule, audit log says
Can't find issue to copy from labels

A bug in automation rules?

I inserted the action "Re-fetch issue data" and the labels have been take over properly:

It seemed as if there is no parent linked to the current issue after event "issue created" occured.
