Is there any way to automate exporting a project to an excel file that can be emailed at specific intervals?

if the Excel part of your question is a hard requirement you might need to inspect Apps from Marketplace which are capable of doing so.

What I found especially useful are "Filter Subscriptions" - the functionality is built in into Jira and comes without any additional costs. Based on JQL queries the result set is mailed to the audience you intent to give the information to.
