As per our team:

You should add a group to the list of synapseRT groups on Dashboard settings for synapseRT to get access to synapseRT dashboards.
please refer to http://doc.go2group.com/display/SRT5/Installation+Guide+for+Latest+Version#InstallationGuideforLatestVersion-Dashboard

The only thing I got out of that post was that only admin could see the synapseRT drop-down menu. I am an admin user, so I did not understand why I couldn’t see this link. I tried to follow the steps in the documentation the post referenced above, but I think since you were only explaining how to give OTHER users access to this link, you presupposed that the admin user would already have access to that link (which I didn’t) so I could not “Go to the Administration section and follow the link Dashboard configurationfrom synapseRT section, as on the image below” as the document instructed, because I couldn’t get there without the menu link. So I started doing a trial and error walk through your admin related menus and accidentally discovered this: I went here: http://localhost:8080/secure/SYNAPSEConfig.jspa (you can figure out how I got there, I don’t want to try and reconstruct the steps because it is TIME TO GO HOME!!) I checked the box called "Enable old style navigation menu": … et voila! The link magically appeared. Now every time I open JIRA up the menu item is there. Perhaps this should be mentioned prominently in the installation instructions for synapseRT?
