Not getting notfiication when a Jira issue is created using Customware SF/Jira integration plugin

We are using the Customware Ssalesforce/Jira plugin. We are using the api

CreateIssueFromSFCase!default.jspa?caseId=50000000002KZIb

api to create an issue from a salesforce case. In our Jira project we have a custom field called escalation team which defaults to a group of users. We have a workflow called Esacalate issue. When the Escalate workflow is invoked, at the end of it the notfiication is automatically sent to the escalation team. We are running into an issue were if the issue is created using the SF/Jira plugin api then the escalation workflow does not send the notification to the esacalation team members. If the jira issue is created directly in Jira and the issue is esacalted then the notfiication is sent correctly. Any insight into how to resolve this issue will be greatly appreciated.
