Another option for your integration is Stitch It an integration tool from the people behind ScriptRunner.
Stitch It has a number of features to make integrating with Jira super easy, such as Managed Connections, which handles the authentication for you and Managed API, which makes writing code to access the Jira REST API much easier.
For Tortoise svn, we do not have those features, however, we do have the Generic Connector and Generic Event Listener, which allows you to connect to the tool and listen to events from the tool (through the use of webhooks).
This will allow you to write scripts that perform bi-directional integrations between Jira and Tortoise svn, as well as any number of additional tools you might be using.

Normally yes ... Tortoise is a graphical user interface but the Subversion behind it is the same. Tou can always try out apps before you have to pay
