Missing file of atlassian-universal-plugin-manager

When I download and run Atlassian-universal-plugin-manager with maven by calling "mvn compile" and "mvn install", an error message appears for both of them:

[ERROR]     Non-resolvable parent POM for com.atlassian.upm:atlassian-universal-plugin-manager:1.6.4: Failure to find com.atlassian.pom:atlassian-public-pom:pom:17 in https://repo.maven.apache.org/maven2 was cached in the local repository, resolution will not be reattempted until the update interval of central has elapsed or updates are forced and 'parent.relativePath' points at wrong local POM @ line 4, column 13 -> [Help 2]

I think what it says is that there is a file missing, and I do not have access to that file. Did I do some thing wrong when running it?
