Linked Issue Explanation

I wanted to ask about "Linked Issues" in Jira Cloud.
What does it mean if an issue is "Blocked by" other issue.
When I do that it appears in the issue but it doesn't really block anything.

Issue links are there to provide information about how the issues are related.  By default they will not prevent anything from happening or cause something to happen.  You can setup validations in your workflows or automation that trigger based on the issue link to meet your needs.
