As @Seon Shakespeare mentioned, this method also applies to our plugin. Servicedesk Portal Users only do not count into License at all, so only agents are considered for the License number.

The Jira Service Desk cost is based on the number of agents. Customers are free and do not require a Jira Service Desk licence. There's no limitation to how many customers can access your service desk.
