We would like to get credentials checked through our LDAP(Active directory) set up. So, when user changes his/her password in LDAP, then Jira Clould should take it automatically.
How can we implement Active directory with Jira Cloud

the only option is a subscription of Atlassian Access.

Atlassian Access is a set of capabilities that gives administrators company-wide visibility, control, and security over their Atlassian Cloud products, while providing users easy access to the collaborative tools they rely on to get work done.

XRay in this context is "just" an App. It should not be drawn into consideration when assessing Atlassian Access.
If you meant that you also have Confluence on Cloud in place - yes, Atlassian Access is also capable of catering Confluence Cloud.
