Jira Server for Teams. Can't get the verification code when I click authorize

I've set everything up as per the instructions but when I click authorize I get the message below

"The request token cannot be authorized at this time"

Apparently at this step I would have to authenticate with admin credentials? but I don't even get to that

In the documentation I'm supposed to get the link below

https:///jira/plugins/servlet/oauth/authorize?oauth_token=.

but I get the link below instead

https:///jira/plugins/servlet/oauth/authorize
