what are the possibilities of creating Jira forms for users who don't have a Jira account?
I'm thinking about Power Automate and ProForma but not sure if the latter is feasible in my case.

If you are asking if users without a license can submit requests/create issues using ProForma forms, then the answer is yes, if you are using a Jira Service Management project.
