JSM admin not allowed access to Request Types

I am the admin for a JSM and JSW instance we are getting ready to deploy and I no longer have access to the Request Types page.  I can access the Issue Types and another admin can access both.  Any ideas.

Make sure that you still have a JSM license, i.e. belong to the JSM agent group.
