JMWE create issue post function not fully working: Issue linking & comments

I am trying to create an issue in a JIRA Core project from an issue in JIRA service desk on 'Create' transition.  The issue gets created, however linking it back to the orginal iissue and commenting on the issue are not working.

You have to make sure that the actor who is doing to transition has the necessary project permission on the core project as well, meaning Comment on Issues, and Linking Issues permissions.
