It is possible to move string from one form to another with owner field keeping in Confiforms if the string is moved by another user?

This is possible, and you have to set the "ownedBy" field - it accepts user names in CSV format

ConfiForms IFTTT to copy data is a good way of automatic this and the parameters could be set dynamically, referencing the current record's owner
