I need to set an issue security level for Project 1. It should give permission to the Administrator of Project 2 to see the issues reported/assigned by the members of his project team. But not all the other issues in the Project 1. How this can be set?

Create an issue security scheme that has a level in it that identifies the users of project 1, but not the admin of project 2.
You will need to give the project administrator permission to see all of Project 1 in the permission scheme for it.
Go through each issue that the admin of project 2 should not be able to see, and set the security level on them to the level that does not include them.
