JIRA is a great program and a very useful tracker.
Is there any plan to support some sort of offline/static mode for when Internet access may not be available? It's currently an issue not knowing what tasks need to be done when there's no Internet access.
I don't think Atlassian has it on the roadmap, but I can hardly comment on that. I know ALM Works has a external client for JIRA that sports offline mode, I think:

You always work with local copies of issues, which JIRA Client syncs with JIRA in background. Thanks to this architecture, you can do almost everything offline - on the road or outside Intranet.
