Is there a way to share an websection with multiple plugins?

I would like to use one web section as a common part of some plugins. I tried to create a plugin containing just the web section defenition in the atlassian-plugin.xml and to refer to it from an other plugin containing a test entry for the web section. until know i was not able to get it working because the plugin with the web section does not contain a java class and no interface which i could tell for the component import.
