Is there a way to restrict users from adding a new Forum using the Community Forums plugin?

I only want one group of users to be able to 'Create' a forum- there doesn't seem to be a way to toggle that using either the forums admin configuration and I haven't been able to figure out how to use page editing restrictions within certain pages.
