I would like Botler to give more info when a Runscope test fails and sends an alert to my chat room. Is that possible?

Unfortunately, HipChat addons/bots cannot listen to messages from another addon/bot.
Your best bet would be contact the vendors of the Runscope HipChat addon for support.
