Is it possible to run a rule based on a condition for another project?

When an issue is created in Project X, I want to test a condition on a Project Y and if true then transition the request, if false then email the customer. 

Something like this:

You could probably try with linked issues and setting variables. It's hard, can't say, but it could be doable.
