There is no inbuilt risk register in Jira - you have probably installed an app from the marketplace to provide that functionality. Are you aware which app it is?

You can use Jira's inbuilt capabilities to create a custom field to hold your RAG status. See here for more details: https://support.atlassian.com/jira-cloud-administration/docs/create-a-custom-field/
Once you have that field, you can add that to the risk register view. See "Customize columns" in this link: http://docs.projectbalm.com/risk-register-user-guide-(cloud)/viewing-risk-registers-and-matrices/
