There is a community post titled Solved: Importing from Teamwork PM that provides the guidance to convert the MySQL file Teamwork creates into a CSV file for import into JIRA:
Depending on your comfort level, you could look into taking the SQL export and converting that into a CSV file.
Searching around there are several articles on that. For example:

If you get this working, you could then import by going to JIRA Admin > System > External System Import or https://<example.atlassian.net>/secure/admin/ExternalImport1.jspa
