Importing Project Active vs Inactive Users

I have started to import projects using Project Configurator and there are a number of users that are created during the process, which is fine.  We are noticing however that many of the users that were inactive in the source instance are being marked as active in the new migrated instance.  It's not all accounts, and honestly it seems random.  We are trying to track down what causes a user to be marked active during an import vs staying marked inactive.
