Most of our tasks when they are done from IN PROGRESS they go into REVIEW and in REVIEW we put in the tags/labels on them. Is there a way to automate those tags/labels. So when they transition from IN PROGRESS to REVIEW the tags comes.

Yes, you should be able to do that with an Issue Transitioned trigger in Automation for Jira.
Then add a new action for Edit Issue and select the Labels field.
