How to validate a free text numerical field based on a drop down category field.

Hello, 

I wonder if anyone can help me I'm not great a scripting to please bear with me. 

I am in the process of building a board for requests around cost. 

The form itself is built. But I would like to know if it is possible to have a validation on a free text numerical field but based on the selection chose in a drop down field. 

Example: 

Drop down field name- Expense Category value
Drop down field options- Up to £5000
                                          5000-10000
                                          Above 10000

Free text numerical field name: Exact value of expense or service
                                                   
If a user chooses Up to £5000 I would like the free text field to only accept values between 0-5000

Same with the other 2 options. 

Any help on this would be great.

What have you used to build your form? Was it with some plugin? Just trying to put some context to your question
