How to use Automation to track a count of support issues linked to a dev issue

I want to use automation to increment or decrement a count of support issues linked to a development ticket.  The support and dev projects are separate.

Dev --> Support: update count on Dev issue

Support --> Dev: update count on Dev issue

Support --> another support don't update any count

Dev --> another dev issue: SHOULD not update, but I can find no way to exclude the udpate.
