Hi Candy,

Can you give a few more details about exactly what you would like to happen? 

First thought is that you could create an Automation trigger for when a new issue is created. 

Add any conditions needed.

Then add a New Action for Manage Watchers. Within that action you can list which watchers should be added to the new issue.
