How to get structure app if its not available on company JIRA Instance

Hi All ,

I am not a JIRA admin. In my previous organization I already had "structures" enabled for my project. In my new company I could not find the "structures" tab on the top menu bar. Upon asking the JIRA Admins told that "structures" addon was NOT AVAILABLE on their JIRA instance. 

My question is 

1) Is structure a paid plugin and if yes, from which company ?

2) The JIRA Admin told me that their current JIRA instance has 15,000 users and if I purchase "structures" plugin from Atlassian Marketplace my cost center will have to pay for 15000 users while my need is just for 10 users within my project. Is it true that if "structures" plugin is being purchased, it needs to be purchased for ALL users on the instance ? Can we not control who do we enable it for ?

Yes, Structure is a paid app and it is by Tempo. You can find the Marketplace listing here.

And yes, any app that you want to use has to match the licensed user tier for Jira. Even if fewer users want to use the app than your Jira license, the two licenses must match exactly. If you check the pricing tab in the Marketplace listing there is an FAQ that explains this.
