How to disable status movement in a user story until all dev subtasks under it are done

In every user story, we have subtasks from the Devs and subtasks from the QAs. The process that we have is to have all dev subtasks under a user story to be in Done status first before the dev can endorse or move the user story status from Development in Progress to Ready for Testing. As an admin, how can I set up a validation to disable the status movement unless all dev subtasks are done?

You can add a condition to the transition to Ready for Testing in the workflow and use the Sub-Task Blocking Condition
