How many number of steps can XRAY tool holds?

There isn't a correct answer since the number of steps depends on several assumptions: how much information each test step has, the number and size of the attachments, etc.
So, of course, the performance will decrease based on the information you have on a Test.
Also, it is not usually a good practice to have a lot of steps to perform manually, so it is best to split into smaller test cases instead of having a huge test case with many steps.
That being said, a good middle ground would be 200 steps; however, you may have more, and we have customers way above this number without any issues.
However, test cases with many steps can be tiresome for the users to manage and execute, so we advise smaller ones.
