How do you edit/modify a Feature (Type) to be a Functionality once entered

We love Structure but the one things that drives us crazy is there isn't an intuitive way to edit Types onces keyed in.  For example, if one of my POs enters a Feature type that really should be at the Functionality level, how do you edit that without having to delete the entry, cut and paste, and basically recreate a new entry?

Are you possibly inquiring if there is a way to reorder the items present in a structure?

For example, place an issue on a different level.
