How do you change Tempo Calendar to 12hr format over 24hr format?

I tried to follow instructions here https://tempo-io.atlassian.net/wiki/spaces/TEMPO/pages/365199722/Changing+date+and+time+formats
However, there is nothing to change in the system settings for time format.
Just looking to have a 12hr calendar here
