How do I nest a value reference within a value reference?

Within a workflow I want to refer to a Reference Value within another reference value but I get errors. I'm trying to pull a value from another page using Page Properties and then including the workflow parameter value in that lookup

e.g. 

{workflowparameter:ApproverLookup}
{trigger:pageupdated}
  {set-metadata:Approver}
   @PagewithLookupValues:@ApproverLookup@@
  {set-metadata}
{trigger}

Above gives error:

Workflow Error: Error in approval TD Review: Invalid user or group name ApproverLookup@@

So I wonder if I need to escape the @ in some way?
