How can I unblock/delete an JIRA Issue?

Changed jira issue to BLOCK by mistake, how to change back to NOT STARTED? 

As a similar question, how can I delete an issue? looks like I don't have delete permission.Would reject the issue work equally to it?

You will need to make sure your workflow has a transition from "block" to "not started",  and use it.

To delete an issue, you need permission to do so. Most Jira admins do not allow delete because it is not reversible (and in many places, essentially illegal).  It's far better to just close issues with a "raised in error" type resolution.

Both of these things probably need you to talk to your Jira administrators.
