How I create rule that if particular issue type already exist , user can't create any new issue

I need to have only one issue of sepfic type in my project , how I can create  rule that if particular issue type already exist , user can't create any new issue of same type.

On Jira Cloud, the simple answer is: you can't. With Automation or any other app. This is due to Jira limitations.
