Having trouble while configuring Hierarchy for Initiative issue type

We work on a Team Managed project.
Could you please have a look at the points mentioned below:

1. We were adding a new issue type as "Initiative" which we did successfully but wanted to change the hierarchy configuration for issues types like Initiative -> Epic -> User Story -> Sub-Task. For this we create a new level at the top as "Initiative". 
2. But, we are not able to add a JIRA issue type for this "Initiative" level

Initiatives are not issues in Jira, they're a different structure of data model which is handled in Advanced Roadmaps.

Advanced Roadmaps does not yet handle team-managed projects properly either.
