Exclude sending email for issues that are created but deleted by automation rule

We have a custom webhook that opens issues when a problem is created.  The issue is the system that creates the issue also sends a notification when the issue is resolved and Jira treats it as a new ticket.  I've created an automation rule that deletes the issue when the description field has the word "RESOLVED" but we still receive an email from Jira that the issue was created even though the issue has been deleted by the automation rule.

Is there a way to setup something to not send the email for when these issues get created?
