Good Morning All - I have the resolution and have verified with SmartBear who are Atlassian Product Experts. An update/patch is required and is pending downloading -> The update will remove 'ACT_AS_User'
An Admin for your Jira product can run this in seconds.
Step 1 - Go to Apps -> Manage Apps
Step 2 -The Manage Apps page shall open and display an update to Zephyr for JIRA Cloud
Step 3 - This update requires an admin -> Click update button
Step 4 - Update shall run and confirm successfully.
This will restore your system functionality once updated to Version 1.3.0-AC

I have done an update to Zephyr for Jira in "managed apps" to 1.3.0-AC.
This fixed this issue and not being able to added test steps.
