I have a ProForma form with a question linked to a custom jira field. The form would give me an error whenever I would try to use it: "Error Creating Jira Issue
The solution I figured out was to add the field to the "Create issue" screen. For some reason it needs to be in that screen.

Jira mostly respects the configuration your admins have done. If a field is not available to a human typing and clicking on-screen, then why should it be available to a script or robot?
Your solution is the correct one. If a human or a computer should have to enter data into a field, then you need to have that field available during create (and probably edit too)
