Encoding JSON post requests

Am trying to create issues via the REST API. When the JSON object contains a character with a different encoding, I get an error "Server returned HTTP response code: 400 for URL:".

The character's that create this issue are the double quotes in the text here:

This is a “test”

Any suggestions on how to encode the JSON object so that the REST API does not throw this error ?

Additional examples of characters that cause issues : æ Пр ø å.
