Email handler discards inactive users

First, I'm willing to purchase a plugin if it will solve my issue.

We have an email handler setup, but the biggest issue we have is that only people in the engineering part of our organization are allowed to create new issues in Jira. If a customer (who is not in Jira at all) sends an email through the handler, it works fine.

However, if an employee (who is in LDAP, but doesn't have the engineering role) from any other department than engineering submits an email to the address, it is discarded because that user was found, but that user doesn't have permission to create users in our server instance.

Is there some way I can modify the handler (or purchase a plugin) that will solve this issue? Allow a person Jira knows about, but who doesn't have permission to create an issue, be processed correctly through an email handler or plugin?
