The only way I can see to assign a test case to someone is to go through each test case one by one assigning each individually.
Our test cycles are organised where we have different folders for test cases that test different parts of a product and the test player can be organised by these folders but I can't see a way of assigning each folder to a person.
From the Test Cycle's Test Cases tab, you can multi-select test cases and then use 'Assign Tester'. That seems the fastest way to assign a tester to multiple test cases at once, BUT the Test Cases view does not have Folder as a column or as an organizing method. You would have to know the test cases to select.
